Brazilian govtech building the digital products that connect city halls to their citizens.
Prefa Digital is a Brazilian govtech I co-founded to bring private-sector product quality into municipal government. Cities deserve software that feels as polished as the apps citizens already use every day, and Prefa exists to close that gap with a small, deliberate team that serves a few city halls at a time, in depth.
The company ships modular products that form a single ecosystem for digital cities. Prefa 156 is the municipality’s official mobile app and management panel: citizens get services, an ombudsman channel, geolocated problem reporting, push notifications, and gov.br login on their phones, while staff configure branding, services, banners, and weather alerts from the Dash, plus a WhatsApp bot and SMS for reaching people offline. Every city customizes its own identity, service catalog, and channels, no rigid template.
Prefa Assistant layers AI on top: an intelligent assistant that triages citizen requests and routes each demand to the right department within the city hall’s existing structure, turning a flood of unstructured messages into organized, trackable work.
The marketing site is built with Astro, TypeScript, and Tailwind CSS v4, server-rendered through the Node adapter, with on-the-fly OG image generation (Satori + Resvg), Mermaid diagrams, GSAP animations, and a Resend-backed contact pipeline. The whole product is designed and written in Brazilian Portuguese for the Brazilian municipal market, founded alongside engineers, AI researchers, and public-sector specialists.
